Topic: TSAC VOTE: Updated constitution

Author: Taha Original Message Posted: Oct 29 2007 9:29PM

Hi everyone.

We have made some changes to our constitution and we need to vote them in. If you open the attached document in Microsoft Word, and select "View" then "Markup", you will see the changes highlighted in blue. Here is a summary of the changes:

1- It is now officially stated that in all voting, votes that are not sent in are abstained votes. Only votes that are Yes or No will go towards the final count of the votes.

2- There is a minimum of 3 votes (quorum) that is needed for any vote to be valid. If the quorum is not met, the vote is run again.

3- The region represented by the president will be represented in exec voting via a delegate. The delegate is named by the president after the president is elected and they vote in the President's stead in all exec votes and will have posting privileges on the exec forum. The President still has a tie-breaking vote if the vote is deadlocked. In this case the President will still act on behalf of the whole Canadian foosball community. The delegate is bound by the same COI guidelines that bind all exec members.

4- There has been some concern voiced that some exec members are not sufficiently active to represent their players' needs. To this end we have allowed 2 more methods for an exec to be removed and a by-election to be called (the original method being the exec member stepping down). The first method involves the removal of an exec member for inactivity. The exec member must have been inactive on the board and in voting for at 6 months and there must be complaints from their represented players. In the second method, at least 51% of the exec's represented players can call for a by-election.

5- If the President cannot make the tie-breaking vote because of conflict of interest, it goes to the Vice-President. If the VP also cannot make the vote, the whole vote is run again.

Send your vote via email to Eric Dunn (dunneri@shaw.ca) by 11:59pm EST next Monday the 5th of November. This gives you exactly a week to vote. Any votes not sent in are abstain votes. Only votes sent in will go towards the final vote count. This email (sans attachment) will be posted in the exec forum on tablesoccer.ca

Thank you
Taha

We only recieved two votes on this matter.
We needed 3 votes to reach quorum.

So we'll have to run the vote again.

Taha, can you start it up again, and this time, i'll reach out to a few folks and get them to vote.

The quorum of 3 votes is part of the new constitution and as such is not applicable to this vote.

Isn't that so?

Great. Now:

1- Eric, as president, you get to name a delegate who will vote in exec matters for your region. Let us know who you decide on, let them know, and let Barry know so that person can have posting rights on this forum.

2- There is an exec member, PO, who has not been active on the forums or in email for over 6 months. According to the new constitution, this is grounds for dismissal and a by-election. I guess we should have a vote for the removal. We will do this after you've named a delegate.

3- I had heard there was some interest in filling the second Alberta/Tornado position. Is this still the case?

We should look at all our 'un-filled' positions, and 'open them up' and see if we can get them filled.
positions shown in red are currently not filled.
6.1.5
1 representative: Quebec & Maritimes - Garlando
1 representative: Quebec & Maritimes - Tornado
1 representative: Quebec & Maritimes - Bonzini

1 representative: Ontario - Tornado
1 representative: Ontario - FABI
1 representatives: Saskatchewann - Tornado
1 representatives: Saskatchewann - Tornado
1 representatives: Alberta - Tornado
1 representatives: Alberta - Tornado
1 representative: BC - Tornado

plus the Presidents delegate.

I would think it best to have a by-election and open up all the vacant positions, and see if we can get them filled.

but you're right , we should vote to remove po, I'll try to get a delegate named quickly.

Actually...

Regis = Quebec/Tornado
PO = Quebec/Bonzini (about to be removed)
Sean = Ontario/FABI

Sask/Tornado.. both are filled. Mike and Paul.

The ones that are unfilled are Quebec/Garlando (i dont think there's any interest to fill that right now) and the second Alberta/Tornado.

I would count Regis as not active (or at least not responsive) as well.

and Mike resigned. When i get home, i'll look through my emails to be sure, but i'm sure i remember something to that effect.

We should still open them up, and take nominations - if we get none, then that's fine, but we have to keep trying if we truly want to have representation for all of Canadian foosball.

ok i looked through my emails, and there was lots of 'i havent played foos in 5 months, and foos is dead here in sk', but no 'i resign' from Mike.

my mistake.
He did cast a vote back in August.

I havent recieved an email or vote from Regis since december of last year.

My Delegate is Tim Dudra.

Barry if you're reading this can you give him access to the exec only message boards.

I'll send an email to this effect once i get home.

While it's true that Regis hasn't been around much, we don't have a ready and willing replacement, whereas with the AQBB, there have been complaints and there are people ready to step in.

all I'm saying is that we cant cater to those simply because they asked.

We have to be fair and impartial to all positions.

One of the major mistakes the CTSF made when it had only representation from quebec, is that they didnt ask anyone else if they wanted to join or to help. They claimed no one asked, and didnt think anyone was interested, so they 'took the initiative', and 'got stuff done'. and look at the reaction they got.

I know we're nothing like that now, but we have to open up every unfilled position equally and go through a bi-election process for each position unfilled, or people can say you never gave us a chance, or you never asked.

To me the quebec/tornado position is unfilled - just as much as the quebec/bonzini position.

Just because people are asking to fill the quebec/bonzini position, doesnt mean we should only run a bi-election for that position. We have to do things the same across the board.
